Nation-Building dan Kebijakan Luar Negeri: Singapura Sebagai Observer Dewan Arktik
Abstract
Artikel ini membahas bagaimana konteks ideasional, khususnya nation building, menjadi konteks yang mendasari bergabungnya Singapura ke dalam Dewan Arktik sebagai observer. Dalam analisis digunakan data-data kualitatif yang diperoleh melalui metode pengambilan data studi pustaka, yang kemudian dianalisis menggunakan metode analisis wacana untuk memperoleh interpretasi tertentu mengenai motif internal Singapura dalam keterlibatan di Dewan Arktik sebagai observer. Dalam penelitian ditemukan bahwa konteks nation building dapat menjadi relevan dalam menjelaskan keterlibatan Singapura dalam Dewan Arktik karena internalisasi berulang nilai pragmatisme, yang merupakan hasil dari proses nation building Singapura, dalam rational choice yang dianut oleh pengampu kebijakan Singapura. Internalisasi normatif tersebut kemudian mempengaruhi bagaimana Singapura memandang fungsi rezim internasional untuk menunjang survivability nya sebagai sebuah negara dengan sumber daya terbatas. Pada akhirnya, rational choice berbasis pragmatisme tersebut kemudian mendorong keterlibatan Singapura dalam Dewan Arktik, dan bentuk keterlibatan Singapura dalam rezim internasional tersebut pun mengikuti nilai pragmatisme yang telah terinternalisasi tersebut.
