Abstract


Since 2017 the Ministry of Research, Technology and Higher Education held “Program Asuh Perguruan Tinggi menuju Program Studi Unggul”, which is carried out annually, has become one of the ways to improve the quality of higher education in Indonesia. The increasing number of private tertiary institutions becomes a challenge for Kemenristekdikti in maintaining the overall quality of higher education in Indonesia. Kemenristekdikti claims that the “Program Asuh” is effective in maintaining and improving the overall quality of higher education in Indonesia. Based on this phenomenon, this study aims to describe the relationship between variables that affect the effectiveness or impact of improving the quality of PT. The relationship between these variables is illustrated through problem mapping by the Causal Loop Diagram (CLD) method. The results of mapping depictions show the role of Sharing / Transfer of Knowledge, through this variable will support efforts to improve the quality of each tertiary institution. Therefore, a higher education sharing environment is formed which is expected to improve the quality of higher education in Indonesia. The above description is a mapping of cause and effect problems which in the future require further validity and sensitivity analysis..
