Otoritas Privat WADA dalam Sanksi kepada Rusia dan Dampaknya bagi Formula 1 di Rusia
Abstract
Makalah ini membahas bagaimana World Anti-Doping Agent (WADA) menjatuhkan sanksi kepada Rusia pada tahun 2019 yang berdampak kepada penyelenggaraan Formula 1 (F1) di Rusia. WADA menjatuhkan sanksi larangan bertanding kepada Rusia di kejuaraan internasional selama 4 (empat) tahun, yang kemudian diputuskan oleh the Court of Arbitration for Sport (CAS) menjadi 2 (dua) tahun, setelah Rusia mengajukan banding. Dampak dari sanksi tersebut bagi penyelenggaraan F1 adalah tidak adanya bendera Rusia selama penyelenggaraan GP Rusia tahun 2021 dan larangan penggunaan bendera Rusia bagi pembalap asal Rusia. Padahal, di tahun tersebut, seorang pembalap Rusia sedang berkompetisi di F1. Hasil dari penelitian ini adalah WADA mampu menunjukkan kemampuannya sebagai sektor privat dengan memberlakukan kode etik anti doping dan menjatuhkan sanksi kepada Rusia yang berusaha memanipulasi hasil laboratorium doping dari tes atlet yang positif doping.
